Social and political developments of Iran in the field of publishing before 1978 have had a deep impact on the rulers’ point of view about the country's printing industry. Before the Islamic Republic of Iran revolution, a security regard had dominated at the industry. Unfortunately, this resulted to codify some rules which were limiting and stripped the possibility of keeping the industry with modern technological developments.

To get rid of difficulties and cumbersome rules of the industry, no effort has been done over time. At the moment these rules are still limiting and are obstacles for dynamism of this class.

Although after the Islamic revolution victory, the security regard for the cultural aspects in the printing area has been changed, but some of the cumbersome laws continue to prevent the Industrial boom. One of the serious obstacles to the development of this industry in Iran is mere industrial and amateur aspect to the printing industry and art.

So far, the focus of activists, planners and policy makers, aimed at strengthening the skill view to this industry. However, the pace of technological and modern changes of the industry, has found knowledge-based orientation. It seems that in this area there is a long space to knowledge-based approach, and it has prevented optimal efficiency in the development of the printing industry. There are more than 5500 printing units in the country and the activity of about 25000 people directly and indirectly in this area is a notable capacity which could play a role in scoring the resistive economy desires in printing industry.

In this field, the experts believe that normative attention to the basic infrastructure of the country's printing industry can be effective in preventing the country's dependence on imports of printing goods.

The ministry of Islamic Guidance has used the available capacities properly in the supervision and support position and has been acting to create and explain the Policy Council and try to establish a comprehensive information bank by integrating the related classes.

Encouraging the activists of the industry for creating unions, skills training to activists in this section and coordination with corresponding bodies in the state to meet the demands of sediment is some of the proceedings of the ministry during recent years. But the country's printing capacity is such a way that we cannot simply rely on the support and monitoring areas. It is an undeniable fact that the printing industry is a major part of subdivision of the country and the role of the authorized organizations such as the Ministry of Industry, Mine and Trade in improving the business climate in this area is not a secret to everyone.

It is the time to have an especial look to printing industry section after a long time of recess so that beside change of the skill looks to the knowledge-based one, Iran's share in global printing will be seen better.

Quick transition from traditional business area to the technological area, designing the Roadmap and the realistic layout of the printing industry position in 1404 document could be a trusty index to railing the new activities of printing industry of Iran.
